This study`s purpose is to examine special features of the administration of GangHwa YuSoo from GangDoGyeRok in the middle 18th century. Kim,Gwang-Se was the GangHwa YuSoo, we believe, who edited GangDoGyeRok in the middle 18th century. GangHwa YuSoo was a specific governor by comparision with other governors. His rank in the King`s court was higher than other sovernors. And he ruled his district by means of the power originated from and delegated to King. We can regard GangHwa YuSoo as the special governor who charged ordinary tasks and military missions. GangHwa YuSoo supervised the state examination named GwaGeo, opened in GangHwaBu. And he managed the distribution of HwanGok and the acquisition of it. HwanGok was a lot of grain accumulated by state and regional government and other government office on the purpose of bad forest and provision. GangHwa YuSoo managed 10,000Seok rice of provision and used to demend more grain to King. He accomplished lots of duties on governing GangHwaBu. But the duty on agriculture was most important, so he paid much more attention to agricultural duty. He reported the state of cereal`s growth, and at the same time the amount of rainfall. This report used an principal evidence to judge good or bad forest of this year. There had been many boat sinking accident around GangHwa Island. Therefore he salvage sunken boats and rescued her crew and her burden. At last he demand pointing dangerous spot on the map of GangHwa Island. In 1750, GyunYeokBeob put on operation, therefore GangHwaBu was taken away the taxes from fishing boat and salt. We could investigate the way of distribution of HwanGok in GangHwaBu. In principle only one-half of HwanGok in grain warehouse could be distributed to people, but all of HwanGok distributed in GangHwaBu in the middle of 18th century HwanGok. GangHwa YuSoo relieved to the poor people from many unfavorable situations. And he execute religious ceremonies in JangRyeongJeon and ManRyeongJeon. This execution means the fulfillment of rule of etiquette. In a same way he recommand some fine character to King.
