Though the problem of Samjeong(three policies for the land, defense, and staple loan) induced national crisis during the nineteenth century, government did not fully recognized its nature and endeavor for reformation had been consequently dormant. The Imsul-Year People’s Revolt(l862) played a significant role in taking the problem of Samjeong as a principal agenda for reformation: it caused the Eungjisamjeongso, an appeal toward the royal governance which acted in accordance with public opinion and created new policies. The multi-layered project of Eungjisamjeongso and solutions of Samjeongijeongcheong (bureau for tasks against Samjeong’s corruption) were based upon the consensus on demand of reforming Samjeong. Several important plans discussed in each part of Samjeong became major projects later and they were either attempted or fulfilled in accordance with domestic and foreign atmosphere. These reforming plans of Eungjisamjeongso and Samjeongijeongcheong, initially substantiated by the Imsul-Year People’s Revolt(1862), were subsequently proceeded witlh by the Cabo Reform of 1894 in lhe part of reforming taxation.
