Yang Chien (楊堅), a barbarized man of Han (漢), got to be premier due to his strong family backing and assumed the reins of government and army, He came to the throne as Wen Ti (文帝) of Sui (隋i) and accomplished the unification of the country by destroying Ch' en (陳).
Wen Ti, a man of cruelty and criticism, was in the temper of dictator who had power over soldiers and subjects.
The rebellion and the official companionship between central and regional government were to be checked through the information for the solidification of autocracy and centralized bureaucratic government, and even people's activities were controlled.
Wen Ti secured the financial resources for the centralized government by taking proper measures for the destruction of local authorities since Wei (魏) and Chin (晉) Equal Field System (均田制) and census.
He brought Official Government Examination (科學制) in force for the realization of autocracy by the formation of new official group.
