Having perceived the fact that the quantitative growth of economy itself could not establish the true social well-being, many a scholar and policy-maker made an effort to develop the new development parameters. Especially, the application of Q.O.L indicator has been suggested in the formulation and implementation of development plans. At the applied level, Q.O.L indicators may be used as a practical tool in the regional development planning process.
In this context, the principal purpose of this study is to discuss issues that can be appeared in the application processes of Q.O.L indicator for the formulation and implementation of development plans. Secondly, this study is concerned with the design of heuristic planning model to apply Q.O.L indicator for regional development. Finally, some policy implications are suggested so that heuristic planning model practically can be applied.
In this study, the application model of Q.O.L indicator for regional development is conceptually proposed. Thus more detailed study on those issues that can be appeared in each step of the heuristic planning model must be continued.
