This paper is to analyze the maternal child health policy in Korea from the gender perspective in that MCH policy had been implemented as main method of fertility control rather than promotion of women's health.
When the first MCH was introduced in 60's and 70's in Korea, the main concern of public health is concentrated only on the control over population so that it provided very limited maternal health services to the targeted women who lived in rural area.
With the economic development and affiliation of OECD in the 80's, the government had an interest in the maternal child health issues especially for declining the death rate of mother and child to the level of advanced countries. MCH recommended medicalized prenatal care services and hospital delivery to the pregnant women and regulated the high risk pregnancy.
MCH policy has completely shifted its concern from the health of mother into the child' health, especially focused on prevention of the birth of disabled baby due to the rise of the average age of first pregnancy. As total fertility rate has rapidly declined into 1.06, MCH policy recently increased the budget for supporting the infertility couple and sending the helper to assist the new born child and mother.
Although MCH policy has contributed to the promotion of the health status of women and children, it was critically viewed from the feminist perspective in that in the public health women were recognized only as responsible mothers for bearing and raising a healthy baby. The health of the women was defined in a narrow sense as being restricted on the maternal health. It recommends that maternal health is to be extended into life-cycle health of women and reconceptualized as a bio-psycho-social health. With the alternative women's health conception, it will be able to treat comprehensive women's health issues, such as pregnancy, VD, AIDS, nutrition, prohibition of smoking, pop smear, breast cancer, obesity and chronic disease.
