The Joseon dynasty had always focused on Gongbeop(貢法), Jobeob(助法), and Cheolbeob (徹法) to solve the problem of its corrupted land-tax system(田政). Gongbeop(貢法), which was completed in the 26th year of King Sejong(世宗)' s rule(1444), was a method that actuated the Gongbeop(貢法) of ancient China, but it was not the same system.
The Gongbeop, Jobeob, and Cheolbeob of 『Maeng Ja』(『孟子』) were policies on land and tax reformation. They were made into policy based on the principles of Jeongjeonje(井田制 Well field system). The Gongbeop, Jobeob, and Cheolbeob drawn up by Jeong Yak-yong(丁若鏞, 1762-1836) was also about land reforms. In addition, he constructed a tax reform policy based on Jeongjeonje, and believed the 1/10 tax rate to be ideal. It was thought that the social conflicts of Joseon could only be solved through land reforms.
As such, Gongbeop, Jobeob, and Cheolbeob are understood from two perspectives. King Sejong approached it as a road to tax reforms, and Jeong Yak-yong saught to make land reforms through it. King Sejong was unable to solve the land problems, and Jeong Yak-young never had the chance to test his ideas. However, the land related issues proposed by Jeong Yak-yong were certainly ones that the Joseon dynasty had to resolve.
