This study is to deeply analyze the fundamental course of Russia’s foreign policy based on the west-oriented and the power-oriented ideologies, and to concretely look into its foreign relations by regional groups, which is expected to reasonably evaluate Presidents’ foreign policies, to illuminate Russia’s future foreign policy, and to predict its political changes.
In Russia’s power-oriented policy, Gorchakov’s doctrine was reflected, and the key point of the doctrine is to actively execute foreign policy on the extension of domestic policy, to maintain the footing as a power, and to secure its safety.
According to the analysis of changes in Russia’s foreign policy and foreign relations, first, Russia has recently focused on hard power rather than soft power. Second, it aims to secure the multipolar stability based on geopolitical power balance rather than hegemonic control. Lastly, it aims to strengthen reciprocal and multilateral relations with CIS nations and to export its energy, natural resources and weapons in order to reduce the influence of geopolitical powers such as U.S.A., China and European countries.
