This paper describes how the Korean elderly lives and examines the importance of housing for the aged. It also suggests housing policy issues related to the enhancement of the elderly’s quality of living. NSO data for 2000 showed that 45.3% of elderly households had lived in the same house or apartment for more than 25 years. Analysis of the raw data showed that the quality of those houses was very poor. For example, 10.9% of elderly households lived in houses without a modern-style kitchen, and 29.3% of elderly households lived in houses that lacked indoor toilets. Furthermore, 23.3% of elderly households lived in houses that did not have a shower, and 28.9% of elderly household lived in house without modern plumbing (running water). The elderly who live in dilapidated houses are much more likely to have accidents due to their physical weaknesses. Historically, the Korean government has placed special emphasis on co-residence of children with elderly parents in the same house, based on the premise that this arrangement helps the family keep its importance as the primary care provider and economic helper between generations. For this reason, Korea has not developed programs to provide housing or to modify housing for its older people.
Given the large costs associated with elderly health care, policy makers should consider housing improvements/modifications in the elderly’s homes as an important tool to lessen total medical expenditures for the elderly. Policy makers should learn from other countries’ housing programs such as repair and modification of the elderly’s housing, provision of various types of elderly housing, and introduction of the housing exchange between the elderly and young people.
