War against drugs is very difficult and dangerous. There are some who believe that the national effort should be placed emphasis on “supply reduction policy”. Others give priority to “demand reduction policy”. These narrow-minded notion ignore the fact that much of our interdiction effort occurs market places, on the airs, or international basis, and requires the use of assets, including high-tech cars, pistols and sophisticated air-, land-based communicating systems. These also ignore the fact that drug programs and money alone can solve drug problems. In any case, simple distinctions between “supply reduction” and "demand reduction" are artificial and at times even meaningless. This is outcome of American experience. Under this conclusion, the Federal government lay stress on all parts of drug problems simultaneously.
Our police agency lay emphasis on supply reduction policy. That is, dealers and traffickers are the target for detectives. But this orientation has a risk indicated in above. Police agency must have meaningful efforts to prevent people from using new drugs in the first, and must provide effective treatment for those who need it. On the presumption that police agency not only punishes but also instructs, police must hold users accountable for their actions and thereby deter others from using new drugs. Police agency must disrupt the flow of drugs. Police agency must engage other nations in efforts to reduce the growth, production, and distribution of new drugs. And police agency also must improve their intelligence capabilities in order to attack drug trafficking organizations better.
