The purpose of this study was to analyze disaster occurrences in underground space and to suggest improving strategy of emergency management in case of fire. After classifying factors of safety management (objective function, 2nd and 3rd function) the assessment of fire hazard was suggested. Safety system planning strategy of underground space in Seoul was provided with disaster management in underground space and disaster medical improvement.
The main contents of this study are described in Ch. 2 through Ch. 5. The development status and problems of underground space in and outside country were examined. The factors of safety management were classified (equipment and structure, evacuation, lifesaving and fire extinguishing, performance based fire safety plan, operations management). The assessment of fire hazard was suggested. The evaluation criteria and methods were introduced. Safety system planning strategy of underground space and disaster management in Seoul were suggested. Specifically, statute and system improvement were described. Current disaster management and improvement of disaster management in underground space were explained. Finally, disaster management in underground space and disaster medical improvement were considered.
The conclusions for the suggested policy are shown in Ch. 6. Statute and system improvement are necessary for safety system planning strategy of underground space in Seoul. Unified command system in disaster site needs to be established. Emergency saving system and integrated management of facilities are also to be reviewed. Finally, effective countermeasures for emergency saving is urgent.
