Public interests in rivers recently increase and river restoration projects have been soared. However river management paradigm has been changed, but river restoration projects could not take into account of the paradigm. The currents situations and the problems of ecological river restoration projects have been studied, and improvements, if any, has to be sought.
Ecological river can be defined as a man-made river is to maximize natural and ecological capabilities. Ecological river restoration projects can be defined as a project is to restore a polluted river in a point of view of ecology by removing of man-made disturbances in the polluted river and by sustaining the ecology. The objectives of the study are to review river characteristics, ecological river restoration stratiges, and to examine the current status of ecological river restoration projects in Gyeongnam and to suggest improvements.
According to Gyeongnam Do Data, by 2009 10 river restoration projects have been accomplished, 8 projects are under construction, and after 2009, 15 projects will be going on. Field survey was performed on the restored rivers for the first and then rivers flowing through cities. All the rivers visited and surveyed in the study are 38 streams in 18 cities in Gyeongnam.
According to the field studies on 38 streams, there are so many dams which disconnect the ecological networks. Some urban streams with steep slope are of concrete beds and they are only water channels rather than streams. Other urban streams are covered with concrete. Many urban streams are of hydrophilic facilities on flood plains, which disconnect ecological networks. Public participation on river restoration projects have been lack and public opinions have been often ignored.
Monitoring after ecological river restoration is to check the attainment of the goal and objectives, to figure out unexpected problems after the implication of various methods, and to prepare counter measures. Seven cities(Changwon, Jinju, Sacheon, Uiryeong, Gimhae, Goseong, Namhae) in Gyeongnam accomplished several river restoration projects. Gimhae have monitored the water ecologies in restored streams from 2008, and Changwon have monitored plants in restored streams from 2011.
Principles of ecological river restoration in Gyeongnam should be established first. The ecological networks of streams should be restored by utilizing non-toxic pavements and deck on trails on flood plains, by constructing fish passages, and by remove concrete covers of streams. Dried streams should be furnished with ecological water by introducing flood allocation and low impact development. The soundness in stream ecologies should be restored by focussing the recover of the water ecological soundness, by changing the paradigm of river improvement projects and by publishing stream data. Public participation should be increased by organizing ecological river councils and by using advisory councils. Ecological river restoration projects should be monitored and the budget to monitor should be secured.
