This research aims at examining the process of policy changes to city regeneration of advanced countries abroad in terms of the situation and condition of the times, ideology and philosophy, government policies and law system, leading organizations and etc., and finding implications on Korea at the present time. As the research result, advanced countries abroad had formed poor houses and inadequate living environments due to the sudden influx of the population into the urban areas since the Industrial Revolution, and the slums formed in this way were maintained through redevelopment of scrape & built style. After this, the redevelopment ways of district redevelopment, rehabilitation and conservation were used as extended and reorganized policy system for the recovery of all existing districts or the whole city and for quality improvement. The concept of urban regeneration that has appeared since 1990’s aims at the revival of cities through integral regeneration of housing, education, employment, health care and social problems along with improvement of physical environment of existing districts. In this process, the main concepts of city regeneration such as Smart Growth, New Urbanism, Urban Village, and Machizukuri (まちづくり) have appeared. In addition, with changes in various law systems, an integrated support system of budget related to the urban regeneration, establishment of an executing organization for the urban regeneration, and designation of special zones for the urban regeneration have appeared. The study results above are expected to give many implications for implementation of the urban regeneration projects following future enforcement of ‘the special act on the vitalization of and support for urban regeneration’.
