This study was designed to research about assertive discipline of "Canter" and levels of affective development of "Hellison", and to analysis around learning variable to increase actual learning time(ALT) and positive physical education learning environing. In order to infer this theoretical background, this study largely was devided to three part, the theoretical approach for efficient operation of elementary school physical education, the discipline model analysis of "Canter and Hellison", the presentation of variable and method according to efficient physical education learning place(space). On the basis of theoretical data analyzed in this study, the conclusion could be drawn as follows. 1. The operation guide of excellent school physical education is not simple technical transmission, but learning environment creation providing excellent exercise place. 2. The assertive discipline of strong discipline about whole school is efficient learning method of more improved system through time-out and various compensation systems with the positive idea. 3. The levels of affective development is not the eternal compensation of teacher, but the internal compensation based in theory of the responsility on children self action and the well communicated idea with other children, this discipline is composed of five levels of irresponsibility, self-control, involvement, self-responsibility, caring. 4. The above two discipline device must be do consistently according to the positive idea of teacher, the atmosphere and environment of school, the levels of children. 5. The fourth step of Hellison model is the symbol of whole man education in education environment. If the teacher applied step and standard of discipline model to school environment and atmosphere, its will be excellent guide of school physical education. 6. Recently, the education environment with open education disappear the practical effect and application of assertive discipline. This fact is caused by eternal element(parents, office related education, school dean) of education place. 7. The extension learning variable appear to the motivation variable of positive learning participation with cue providing of learning to children.
