In this study, expert opinions about the role of a teacher was collected to conduct the development of quantitative criterion, structured around the role of a teacher from the elderly physical activity teacher standpoint. The information acquired from this composed the measurement index of the role of an elderly physical activity teacher. By identifying the structure of the underlying components from this, the suitability of the criteria was verified to develop and establish the role of a teacher at the physical activity site, which has the purpose of constructing the criteria of role as an elderly physical activity teacher, which resulted in the following conclusion. Examining the criteria list of the role of an elderly physical activity teacher, the three subordinate factors of `member management`, `class planning/teaching`, and `continual induction of participation` were established. Firstly, the member management factor were subdivided into categories of `providing of opportunities for participation in various competitions (activities)`, `providing of opportunities for participation in various categories`, `providing of various opportunities in class`, `continual counselling`, `grasp of individual nature`, `psychological stability`, `providing of various information`, and `promotion of networking`. Secondly, the class planning/teaching factor were subdivided into categories of `well-planned classes`, `suitable words and actions`, `new program development/establishment`, and `professionalism towards classes`. Thirdly, the continual induction of participation factor were subdivided into categories of `induction of motivation for participation in activities`, `systematic process`, and `well-planned teams (groups)`.
