The purpose of this study is to present political and practical directions toward linking "employment and welfare", which can activate employment for the disabled, by observing employment policy for the disabled of Korea that aims for economical independence through employment from employment terms and evaluating the degree of contribution of present employment policy for the disabled on employment and economic activity of the disabled.
In order to achieve such goal, present policies related to employment for the disabled and current situation of delivery system was first observed and problems of overlapping service and duties among ministries, provider-centered service provision and failure of networking was found. Secondly, through carrying out effectiveness analysis on job search assistance services of Ministry of Employment & Labor and Ministry of Health & Welfare the effectiveness of job training through the agency was exceedingly higher compared to welfare centers for the disabled or organizations of the disabled. Thirdly, through carrying out focus group interview(FGI) of professionals related to employment of the disabled it was found that it is more effective when vocational rehabilitation facilities with moderate productivity receive services from the Ministry of Employment & Labor and vocational rehabilitation facilities with low
productivity from the Ministry of Health & Welfare. Lastly, through examining the employment policy for the disabled and connection tendency of employment and welfare of major OECD nations it was found that there is a tendency toward connecting employment service and social insurance service, concentrating on reorganizing evaluation system for disability benefit and providing "one-stop service".
Based on above results, five policy suggestions were presented. First, employment policy implementation organized by the Ministry of Employment & Labor, second, establishment of management system for recipients aside from support and employability, third, preparation of evaluation system of work ability of the disabled, fourth, training professional human resources covering employment and welfare, and lastly, establishment of law for creating network between employment and welfare. Moreover, linkage strategy to provide professional and customized employment service through transferring various services related to employment of the disabled to the Ministry of Employment & Labor was suggested.
