This study aims to survey the current conditions of aged disabled people’s economic activities and propose programs to assist in their entry into the labor market. Aged disabled people are defined as disabled people 50 years old and beyond and divided into two groups: aged people with earlier disabilities if their disabilities occurred before they were 50 years old and aged people with later disabilities when their disabilities occurred when they were 50 years old or older. The methods of the study include literature review, analysis of primary data, and qualitative analysis of interviews.
The results of the analysis are as follows. First, the economic participation rate of aged disabled people is lower than that of non-aged disabled people. So is the quality of their economic activities. Second, there is a gap in labor market entry between aged people with earlier disabilities and aged people with later disabilities. Disability and age are two main barriers to entry into the labor market. Third, age matters most the entry into, and exit out of, the labor market of aged disabled people. Fourth, they need various support programs provided by the government.
Three categories of more specific programs are proposed. The first one is concerned with the expansion of employer support such as the double counting benefit for employers who hire aged disabled people. The second addresses the direct support of aged disabled workers such as wider health insurance coverage. The third deals with broader policy changes in favor of aged disabled people.
