This article will investigate the state"s political discourse regarding Korean regionalism which was part of a plan to justify politicide, and how that discourse was advocated until democratization. The details of such analysis are as follows. First, the regional rivalry between Youngnam and Honam before democratization was merely political rhetoric. In addition, a national diagnosis of regionalism that examines Honam"s jealousy of Youngnam caused by uneven development is a designed strategic discourse to highlight Honam"s injured consciousness. Second, the evils of regionalism, originating from private interests, are closely related to the state"s definition of the May 18 Democratic Uprising. In addition to the images of chaos, violence, and crisis from May 18, placing the blame for the protests and the government"s reaction to them on communism and regionalism would justify that regionalism was the enemy of the state and served to demonstrate that Honam was the worst example of regionalism. Third, regionalism is presented as a sub-dimensional ideological discourse regarding the construction of stability, security and development. In particular, in the case of May 18, national security ideology, administered through the combination of anti-communism and regionalism to pursue private interests.
