This study aims not only to diagnose the situation of Gyeonggi Provincial Medical Center(GPMC), but also to find out some doable solutions for its future development. Here we focus chiefly on the Headquarter of GPMC, the function of which is to coordinate six provincial-level public hospitals in Gyeonggi Province. Established in 2005, GPMC’s headquarter organization has played an important role as the control tower of public hospitals dispersed over Gyeonggi Province. Despite its notable accomplishments, it has been criticized both internally and externally with regard to improving GPMC’s profitability as well as its administrative efficiency. As a result, the size of GPMC’s headquarter organization was dwindled from seven to five teams, the situation of which has negatively influenced its organizational capacity. The unstable leadership of GPMC has exacerbated doubts about the very existence of the headquarter organization since, until recently, the head of GPMC had been dismissed during his official term. Some critics have even favored establishing the new organization, analogous to the one adopted by Seoul and Incheon, as a substitute for the existing headquarter.
This study argues that the problems of GPMC’s headquarter are due not so much to organizational structure per se as to some internal and external constraints, some of which are inherent in public hospital system. After discussing the positive functions of GPMC’s headquarter, this study concludes that the optimal restructuring plan is not to simply disintegrate or replace, but rather to facilitate its administrative and managerial role in a more professional manner.
