Korean economy is experiencing a significant population aging as the result of low fertility and increased longevity. The demographic change will have a dramatic impact on labor markets, economic growth, social structures and government budgets. The changes in the elderly share of the population will affect the composition of government budgets, with a shift toward programs that benefit the elderly. Korean government would have less fiscal space to respond to unexpected shocks, which would be especially risky because large adjustments in fiscal policy is not possible. Population change also puts important pressure on government budgets over time.
This study is intended to clarify the interrelations between local fiscal policy and demographic change in the Gyeonggi-Province. It includes an analysis of demographic trends and fiscal expenditure for the 31 local governments of the Gyeonggi-Province, and a panel data analysis which focuses on the relationship between demographic change and fiscal expenditure during the years 2008~2016. In addition, it examines the local government’s social expenditure in France in order to explore policy implications for Korea.
Based on the analysis, this study has drawn out some policy implications for Korean fiscal policy and local public finance. First of all, Gyeonggi-Province needs to start by reforming the fiscal expenditure and social policy. Fiscal support for local public finance and intergovernmental fiscal coordination are effective policy instruments to address the issue of low fertility and population aging.
