The September General Assembly is as important as the August General Assembly in North Korean political history. In the process of strengthening Kim Il-sung’s power, the period until the August General Assembly was the time to resolve internal opposition from the opposition group in North Korea. e interval between the August General Assembly and the September General Assembly produced a humiliating compromise against external Sino-Soviet’s political pressure.
With respect to Sino-Soviet intervention in North Korea, from the August General Assembly until the September General Assembly, and the North Korean reaction, this paper clarifies the Beijing talks between North Korea, China and the Soviet Union in relation to the August General Assembly Decision, Pyongyang meetings between the Sino-Soviet delegation and the North Korean leadership, and the process and results of the September General Assembly.
