Recently, the problem of the aged is widely being noticed as one of most serious problems exiting in modem society and some solutions are required to resolve the problem of the aged in social and political manners. In particular, the social welfare policy for the aged must not be directed to care policies for a restricted social stratum. In order to improve the quality of life of the aged, more general policies should be developed for all the aged on the viewpoint of the social right which the aged have as a member of society. The aims of this study are in understanding the characteristics and the structure of the aging society, in examining a theoretical approach on social participation as a new direction, in grasping the problems and the present status of social participation by analyzing the related institutions, and finally in suggesting better solutions for problems. The main concern of the study is therefore focused on social participation of the aged for the analysis of policy. Based on this concept, the main subjects for analysis can be divided into two parts. One of which is the economic activity part and the other of which the leisure part. The forma- deals with the employment of the aged and such a system for foundation support. For the latter, the senior centers, the aged classrooms and the volunteers programs are examined. In particular, the institutions for social participation of the aged were not established properly because of the lack of understanding for social participation of the aged. Especially, it could be seen that the policies for the aged welfare were not performed effectively because of several obstacles such as the absence of professional human resources and the rough superintendence for executive enforcement. In addition, most of institutions wer isolated from each other, regardless of the fact that the mutual assistance among related institutions is essential in order to achieve an ultimate objective of the aged welfare. Concretely, the executive delivery systems have to be established effectively by examining the facilities or institutions related to the social participation in a functional point of view. It is necessary to develop various programs which are capable of supporting the social participation vigorously and to provide the social services by professional human resources. In addition, it is thought that it is important to construct the synthetic network by which the close cooperation and the interchange of recent information can be made among the related institutions.
