Many countries in the world are putting a lot of effort in cultural industries to create value on content-driven knowledge-based industries of the 21 century era, to increase national recognition, and to develop as growth engine. Market size of Chinese cultural industry was ranked 5th in the world in 2005, and they are rapidly growing that they are estimated to be ranked 2nd in 2015. It is considered that future Chinese cultural industry will consistently develop by its economic growth, and by expanding demand for cultural consumption. Because Cultural Industry Complex, which is promoted by both countries, Korea and China, accelerates local investment and consumption and contribute to local development, both countries can gain great synergy effect, if they promote cooperation, joint venture, or joint projects. For both countries to actually accomplish substantial achievement in terms of cultural industry. First, Korea and China have to create value of Asia's unique cultural contents, based on cultural industry, and have to be mutually developed by Korea with advanced IT technology, and China with enough resources to dominate Asian cultures, so it can assume the leadership in world market. Secondly, because cultural industry has economic value and is based on cultural elements, the ripple effect is significant, and because it has characteristic that can create new market, Korea and China have to accomplish substantial economic generating effect through cultural industry. Thirdly, Korea and China, both should continue to steadily push the development policy of Regional Cultural Industry Complex(cluster) to overcome the limit of traditional industry, to elicit regional competitiveness, and to take the role of engine for next-generation growth industry. Fourthly, through cultural industry exchange program between municipal government of Korea and China, strategy for mutual development would be established, and through personnel exchange program, network-based professional relation would be established. If various supports are actively insisted on, including the composition of co-investment fund to promote joint project, substantial effect will be obtained and in terms of cultural industry, it is predicted that both countries would mutually develop.
