Jeremy Bentham, a utilitarian, was the first philosopher in the world to insist that animals should be given moral consideration like humans. It was also utilitarian people who created the first animal rights group in England in the 19th century. In 1876, Britain was the first in the world to include the welfare of experimental animals into the Animal Welfare Act. Since the 1950s, 3R has become an essential concept in animal experiment in the West, where science and technology have developed. In Korea, the Animal Protection Act 2008 introduced a mandatory provision to set up an animal experimental ethics committee in all experimental institutions. However, it is not clear whether 3Rs is actually implemented, because researchers have different understandings of 3Rs.
