Coastal passenger transportation business connecting islands and the land was included as a means of public transportation in the Act on the Support and Promotion of Utilization of Mass Transit System in 2021. This study analyzed how the current auxiliary route and quasi-public operation policy should be improved in order for the coastal passenger transportation business to function as a mode of public transportation. This study reviewed the policies suggested in previous studies and analyzed the importance and priorities of between policies through the Analytic Hierarchy Process (AHP). As a result of the analysis, it was analyzed that the importance was high in the order of policy surrounding fares, infrastructure as well as service improvement, and operating system improvement. In addition, it will be necessary to prepare policies for coastal passenger transportation in the future by considering the policy priorities of detailed sub-concepts presented in this study.
