In Gyeonggi-Do, there are 538 buses operating on 666 routes mainly in the rural areas which almost do not have public bus service. The kind of buses have been operated for rural residents to provide a minimum right of moving to other districts by public modes. Therefore, the kind of buses can be used 1 or 2 times per an hour because the buses have been operated according to restricted schedule time in a day.
However, the demand of the kind of bus service is increasing more and more by residents. Nowadays rural areas have inclined to enlarge, and public transportation service has been reduced by the lack of ridership. Nevertheless, the rural residents are requesting more bus service. Nowadays the related governments have needed to establish principles to make new routes, and improve the level of bus services in rural areas.
This study aims to suggest some alternatives to improve bus service and enlarge bus routes in the rural areas. A survey was conducted for 368 bus passengers to understand the fact on the bus service at bus stops or in bus by the way of face to face. The survey results show that they do not usually satisfy the bus service. Most passengers have complained on the lower level of bus service, which could not ride frequently all day. They wanted to increase a number of operating buses.
However, bus companies do not want to advance the kind of bus service because of lower ridership and lack of earnings. That is why city governments have supplied a lot of financial support to them. To enlarge the various types of bus service with many bus routes in rural areas, enough financial budget has to be required. 20 city governments suggested that more than 61 buses should be operated on new 97 routes to improve the level of the kind of bus services.
This study suggests that reasonable standards to evaluate and plan the kind of bus service in rural areas should be necessary, and financial subsidies should be provided by the reasonable criteria. The training education on bus drivers should be also performed as many as possible to increase the level of customer service to bus passengers.
This study also suggests that the demand responsive bus could be useful in the rural areas with lower population density because the kind of new mode could reduce the mount of subsidy budget. Finally, this study suggests that the kind of bus service should be enlarge continuously over the various regions if possible to increase the level of public transit service in rural areas in Gyeonggi-Do.
