For more than a century, the world has enjoyed a run of technological progress that has in numerous ways made our lives enormously prosperous. Often overlooked and unnoticed in the background, and yet helping to keep things run smoothly and efficiently, is international standards. Among the various fields they cover, standards have come to exert the biggest impact on technology markets where they provide the very foundation of interoperability which has become critical in an ever more interconnected world. Despite the increasing importance of technical standards in world politics, there has been a very small body of work dealing with the topic within international relations scholarship. Only recently, technical standards are beginning to receive increased attention in the field as tensions between the U.S. and China intensify over 5G leadership, although, in general, their political dimension still remains under-researched. Against this backdrop, this study provides a conceptual analysis of standards to highlight the importance of political-economic aspects of standards and attempts to examine states’ strategic approaches to standardization by taking China’s Digital Silk Road, a digital component of the Belt and Road Initiative, as a case in point.
