This study identifies the operation status of 17 city and provincial sports associations among the stable local sports associations of the local sports association, identifies problems, and suggests developmental improvement measures for the operation of the local sports association. First, it is necessary to revise the National Sports Promotion Act so that the state and local governments can provide operating expenses to local sports associations at the same rate. Second, efforts should be made to secure more specific budgets for the operation of local sports associations by revising the Enforcement Decree of the National Sports Promotion Act. Third, in order to ease the financial burden on local sports councils, the Korean Sport & Olympic Committee should actively promote the introduction of a quota system for each event or the abolition of the city and provincial ranking system. Fourth, the Ministry of Culture, Sports and Tourism should promote the management evaluation of local sports associations by establishing an evaluation basis in the National Sports Promotion Act based on the Framework Act on Government Business Evaluation. Fifth, the Korean Sport & Olympic Committee should make efforts to expand the autonomy of the local sports association by revising the provincial sports association regulations.
