The coastal crew safety education system consists of only four provisions under the Seafarers Act. These four provisions specify the coastal safety curriculum for all sailors in Korea. The problem with the system is that the subject of education and the subject are operated without accurate reference points, so education is being conducted regardless of the type of coastal crew. Since 2014, it has been reduced to 20 people to increase the effectiveness of education and increase educational opportunities. However, from the time of introduction to the present, education has not been received at the desired time. The types of ships were classified, the characteristics of the organizational system were classified, and 113 people were surveyed on the types of ships scheduled to board for trained sailors. The domestic integrated curriculum of the STCW Convention, STCW-F Convention, and the Korea Maritime Fisheries Training Institute was compared and analyzed. The coastal crew safety education system is defined by a number of laws and regulations, but it is not defined together, so the same safety education is repeatedly conducted under different names. As a solution, it is necessary to improve the system so that the merchant crew classifies the subjects specified in the STCW Convention and organizes appropriate subjects for each crew, and the fishermen organize subjects suitable for the STCW-F Convention to suit the coastal crew environment.
