Recently, with the improvement in living standards, the quality of life has also improved, leading to an increased desire for a beautiful appearance. This has resulted in significant growth in the whitening cosmetics industry. Consequently, consumer interest in cosmetics with proven skin whitening efficacy and safety has increased. The purpose of this study is to confirm the potential of fermented powder as a skin whitening agent in cosmetic products. To evaluate the antioxidant activity of the fermented powder, we used electron-donating ability and ABTS+ radical scavenging activity tests. We also tested its DOPA-oxidation inhibitory efficacy to assess its whitening potential. Additionally, we confirmed the safety of fermented powder as a functional cosmetic ingredient and evaluated its overall suitability for use in cosmetics. The fermented powder demonstrated significant antioxidant activity, as determined by the electron-donating ability and ABTS+ radical scavenging activity tests. Its high whitening effect was also confirmed. In the evaluation of ocular mucosal irritation using the BCOP assay, the fermented powder was found to be non-irritating. In conclusion, fermented powder possesses both antioxidant and whitening properties and is safe under various conditions. This study has provided practical foundational data supporting the use of fermented powder as a functional cosmetic ingredient.
