This study examines strategies for improving urban streams in Seoul to enhance their vitality and multifunctionality. Although waterfront spaces in Korea hold significant ecological, social, and economic value, they have primarily been managed for flood control and water management. This approach has caused a spatial disconnection from urban contexts and limited their potential to become vibrant, multifunctional spaces. The research uses a multifaceted approach, including a review of existing studies to establish theoretical foundations, field surveys of selected urban streams in Seoul to assess spatial and functional characteristics, and an analysis of international case studies. A detailed review of domestic regulations highlights areas for improvement, such as unifying dual legal systems and relaxing strict building codes to encourage diverse uses. The findings emphasize the need for inclusive waterfront spaces that balance environmental preservation with urban functionality, supported by active public and private engagement. By addressing institutional barriers and proposing practical solutions, this study offers a comprehensive framework for optimizing waterfront spaces, improving urban connectivity, and fostering sustainable development in metropolitan areas.
