Objectives: This study aims to share the experience of the 'Jeonju City Integrated Care Project', focusing on the 'Integrated Community Care Service Model through an Information and Communication Technology (ICT) based Health Information Sharing System'. It further seeks to analyze the project’s impact on scaling-up the model for nationwide expansion.
Methods: This study adopts the Theory of Change to conceptualize causal pathways for the operational effectiveness of the ICT platform. Focus group interviews were conducted with nine stakeholders, including municipal officials, community center representatives, care service providers, and members of the Health and Medical Safety Network. The interviews were guided by 41 structured questions.
Results: The project yielded to notable achievements, such as enhanced work efficiency through seamless information sharing. Work performance was also improved, and the system facilitated the early detection of abnormal symptoms among the elderly, enabling more effective health care interventions.
Conclusion: The study recommends the development of an AI-based system utilizing big data to enhance the effectiveness and efficiency of integrated care services incorporating ICT. Furthermore, it highlights the importance of reducing the workload of care workers and providing education to empower care service providers to effectively utilize ICT tools.
