Recently, participatory management approach based on partnership between the public and private actors is emphasized in national forest management. Considering citizens'' demands on forests, Korea Forest Service has introduced several participatory systems of state forest management to encourage citizens'' voluntary participation in state forest management and to facilitate uses of state forests as a places for forest recreation and education. In this study, we conducted field survey and questionnaire survey on joint forestry projects using evaluation criteria (participation, transparency, accountability). As a result, in the area of participation, there are opportunities for various stakeholders to participate in state forest management, but no specific guidelines were provided to ensure participation and no conflict resolution system was established. In the area of transparency, transparency regarding budgeting & operation and forest product allocation was secured through project monitoring, but related information was not open to the public. No procedure for collecting relevant opinions was introduced. In the area of accountability, the roles of contracting partners were cleary stated in the contracts, but no document was prepared on the various activities required in the process of implementing the decisions. In conclusion, the results of this research can be used as data to develop principles and implementation procedures of state forest management through cooperation between public and private actors in the future.
