수산물 판매시설은 대부분 다중이용시설이나 중앙도매시장 등의 형태
로 불특정 다수가 이용하는 공공시설물이며, 많은 해안가 시설 중에서
도 수산물 양육과 판매를 위해 대경간을 철골구조 형태가 대부분이다.
또한, 신설되거나 현대화가 추진되는 국외 시설들은 밀폐형 구조로 계
획되고 있으나 현존하는 국내 시설들은 개방형 구조로 태풍과 같은 자
연재해와 염해에 영향을 받는 입지적 특성과 기능에 따라 해수를 사용
하는 특성으로 내구성이 급속도로 저하되는 특수한 시설이다. 그럼에도
불구하고 시설물의 안전 및 유지에 관한 특별법이나 수산업법 및 수산
업 어촌 발전 기본법, 수산업협동조합법에도 시설물로써 명시되어 있지
않으며, 그 개념 자체도 모호하다. 굳이 찾는다면 도로점용료를 부과하
기 위해 부산시 조례 별표2 점용료 사용 기준표에 어업 및 어획물 위탁
판매 시설 정도로 명기되어 있을 뿐이다.
그나마 최근 제정된 2015년도 수산물 유통의 관리 및 지원에 관한 법
률에서 수산물 판매시설의 중요성과 그 노후도 등의 위험의식이 제고되
어 시설에 대한 대대적인 조사와 지원을 위한 법적 제도가 마련되었다. 이처럼 공공시설물로써 대형 수산물 판매시설은 수산물 산지위판장으
로 지칭하고 있으며, 법과 제도적으로 지원과 개선되고 있는 이 시점에서 공공시설물로서의 위상과 실태를 조사하고 운용 및 관리 시 발생하는
위험요소를 도출하고 저감대책을 연구함으로써 안전설계의 체계화와 수
산물 판매시설의 발전 방향을 아래와 같이 모색하고자 한다.
1 ) 대형 수산물 판매시설에 대한 개념과 현황을 조사하여 시설 규모에
따라 분류하고, 입지적 특성을 분석하여,
2 ) 설계안전성 검토 제도를 바탕으로 설문조사(질의응답 및 의견 청취
등)과 사례조사를 통하여 대형 수산물 판매시설의 시설물의 실태와
재해 유형, 시설물의 특성, 노후도, 문제점 등을 검토한 후
3 ) 시설물의 중요도, 중점 관리사항 및 시설물 특성에 따라 분류하여 위
험요소를 도출하고, 유지보수 방안과 저감대책을 조사 분석하여
4 ) 다년간 유지보수를 수행한 자료와 유지보수 결과를 바탕으로 향후
재건축, 시설현대화, 시설개선사업, 유지보수, 안전관리 등 대형 수
산물 판매시설의 안전설계 기준을 제시하고자 한다.
국가 정책으로 노량진 현대화 사업, 부산 감천 국제수산물 도매시장,
부산공동어시장 현대화 사업 등 대규모 프로젝트가 진행되었고 우리나
라와 경쟁 관계에 있는 일본의 후쿠오카 어시장, 마쯔우라 어시장과 사
세보어시장 등은 현대화 사업이 완료되었다. 게다가 동북아 최대 산지
수산물시장으로써 도쿄의 도요스 어시장이 개장되어 대형 수산물 판매
시설의 경쟁이 치열하고 가열되고 있는 실정이다. 이와 함께 건설근로
자와 건설 중에 발생하는 안전사고 등의 대비가 주요 목적이나 이를 대
형 수산물 판매시설까지 확대하여 시설물 전반의 안전관리가 가능하도
록 기획 설계단계부터 유지관리까지 사업 전반에 걸쳐 안전설계가 반영
될 수 있도록 위험요소 도출과 저감대책을 연구하고자 한다.
