I studied some phenomena about the National Archives System in Late Joseon Dynasty, especially in Young-jo and Jeong-jo Reign, With several revisions of the Veritable-Records, a negative notion about the partisanship of the Veritable-Records compilers was prevailed in early Young-jo Reign as the homeostasis or tension in Veritable-Records revision was disappearing, This situation resulted in the scepticism on the fairness of Veritable-Records compilation and the neglect of the Court-Diarists' Records.
Ultimately, the root of the unique Court-Diarists(Hallym) system was shaken and the appointment of Court-Diarists w-as changed from the Inner-commendation (bottom-up) to the Hallym Upper-appointment(top-down), Their notion of history and this Inner-commendation had guaranteed the independence and autonomy of them in their work over three hundreds year and contributed the cleanness and purification of the courts, However, as the authority of appointment was yielded to the higher officials, the Court-Diarists entirely absorbed into the bureaucratic hierarchy and this meaned the collapse of an axis of literati governance of Joseon Dynasty.
At he same time, the Veritable-Records were reduced in their quantity eminently since the Jeong-jo Veritable-Records because of the frequent replacement of compilers and the indifference on the compilation itself, As a result, the position of the Veritable-Records as the supreme National Archives was declined gradually.
The change of National Archives System in which the Veritable-Records took the chair of the system was identified in the compilation remarks of 27 atricles which were 14 articles before and adopted to the Veritable-Records from the compilation of the Jeong-jo Veritable-Records, The new compilation remarks stemed from the very one of the Daily-Reflection Records.
While the position and role of the Court-Diarists were shrunken, Jeong-jo articulated the alternative of the Veritable-Records, endowed the Cabinet with the role of Hallym and starting the compilation of the Daily-Reflection Records, Even if Jeong-jo and his Cabinet couldn't help denying the meaning of the Veritable-Records, they considered the Daily-Reflection Records as the national archives instead of the Veritable-Records and the Secretary-Records consciously or unconsciously.
They thought that the national history(national archives in rigid meaning) had to serve the contemporary use of the records, but not for the descendants as a part of tradition. This meaned the denial of the closed-management of the Veritable-Records. This notion reflected the development of the society requiring unrestricted accesses to records for various uses. The limit that King Jeong-jo did a leading role in compilation of the Daily-Reflection Records and the potentiality that this was open to access, both were the two faces of the new national archives system in Late Joseon Dynasty.
