Firstly this paper intends to articulate the causes of the formation of the german high ranking official's organizational movements after the late 19th century. Secondly it wants to illuminate some problems that BhB should manage to handle and answers concerned. Thirdly it hopes to estimate the meaning of the answers that BhB found out with difficulty.
Some examinations on the bulletin of BhB help to clarify the aims of BhB. From the results attained I ascertain some unthinkable changes that BhB was forced to choose. These changes originated from the trends towards the mass society. In Germany the transition from the authoritarian to mass society was unusually vehement and rapid. It was the very sources that embarrassed the whole social elites, including high ranking officials. After the german empire collapsed, the whole situations in the german officialdom changed violently. The core of the change was the fact that the new born republic was composed on the basis of the equality.
