Urban Railway, which is eco-friendly transportation and it runs a short interval, was opened on August 15, 1978 as Korea's first subway launched. It has operated in Seoul Metro, Busan Transportation Corporation, Incheon Metro, Deagu Metropolitan Transit Corporation, GwangJu Metropolitan Rapid Transit Corporation, Daejeon Metropolitan Transit Corporation and Seoul Metro Line 9 until now. Urban Railways have advantages to provide massive transportation to citizens as well as eco-friendly, energy saving transportation. However Urban Railway operating organizations have been in financial difficult condition that have had enormous debts for construction railways. Local governments have carried the burden of the construction debts. Urban railway operating-organizations have to improve difficult condition through the efficient management of the corporation. Evaluation of efficient management and operation of local organizations have been conducted since 1993 by Ministry of Public Administration and Security to make condition more competitive ,responsible and efficiency. However there are some limitation to evaluate them that it doesn't reflect the relative condition of each organization so that it's not objective and lose fairness. To evaluate in fair for efficiency, it needs relative evaluation considering input and scale of organizations. This study is intended to propose the improvement method of the evaluation of security operation.
