The Food Safety Commission is an organization that undertakes risk assessment, and is independent from risk management organizations such as the Ministry of Agriculture, Forestry and Fisheries, and the Ministry of Health, Labour and Welfare. By recognizing that protecting the health of the people is one of the country's most important issues, the Commission's primary goals can be summarized into three main tasks:
1) Conducting risk assessment on food in a scientific, independent, and fair manner, and making recommendations to relevant ministries based upon the results from the risk assessment.
2) Implementing risk communication among stakeholders such as consumers and food-related business operators.
3) Responding to food-borne accidents and emergencies.

The Food Safety Commission is headed by seven commissioners who are experts on food safety issues. Under the commission, the 16-Expert Committees have established.
The Expert Committees include the “Planning Expert Committee,” the “Risk Communication Expert Committee,” the “Emergency Response Expert Committee,” and the other 11 Expert Committees, including the Food Additives Expert Committee, Pesticides Expert Committee, and Microorganisms Expert Committee.
The Secretariat is headed by the Director-General and Deputy Director-General, and is comprised of four divisions, including the “General Affairs Division,” the “Risk Assessment Division,” the “Recommendation and Public Relations Division,” the “Information and Emergency Response Division,” and one director for risk communication.
In collaboration with the risk management bodies, FSC conducts public meetings and briefing sessions in many regions in Japan to exchange opinions on the details of the risk assessments and other matters related to food safety. In this way, the Commission exchanges information and ideas with many stakeholders, including consumers.
There are many different views on the purpose of risk communication and how it should be implemented, and there are still many issues to be resolved. An example is the consideration of the system and methods for quickly, accurately and simply expressing and transmitting information on the views on risk assessment and risk management. The improvement strategy examined by the Risk Communication Expert Committee was released to the public (November 2006) under the title, “Improving Risk Communication Related to Food Safety.” Based on this report, the Commission is committed to promoting even more effective risk communication.
