Since "the Special Act for Recovering the Honor of the Participants in the Donghak Peasant Revolution" was enacted, concepts of "state monopoly of history" and a "desire for prior occupation of truth" have gradually prevailed. Various commemorating events organized by the Donghak Peasant Revolution Memorial Foundation, which is a special legal body under the Ministry of Culture and Tourism, and nineteen other local social organizations for commemorating business nationwide at the 120th anniversary of the Donghak Peasant War, are good examples of this trend.
Commemorative projects for the Donghak Peasant War should be those which encourage serious thinking on society, the state and the world, rather than about force or indoctrination of "fixed truths" or "dogmas". A key aspect addressed in this paper is, what should be done to enable commemorative projects about the Donghak Peasant War to intellectualize the people and emphasize their role as the prime movers of history.
