The purpose of this project was to develop a model for developing effective leaders in leisure and recreation who, in turn, can educate the pubic on attitude, techniques, methods and knowledge regarding leisure so that the public can use their leisure time more effectively. In order to establish a model far developing desirable leaders in leisure and recreation, this study, firstly, tried to clarify the concept of leisure and distinguished the differences in concepts between sports for all and recreation. Secondly, the study tried to provide a national framework in which it emphasized leisure professionals through emphasizing their important role for promoting quality of life of the public in contemporary society. Research methodology employed in this project was based upon analysis of published materials and literature in the field of leisure recreation as well as interviews with government official and personnel in leisure related foundations. The confusion proposed by the author were following. The first, the perception the leisure is unproductive and waste would not allow us a ground to discuss on leisure policies. The second, the direction for developing leader and recreation leaders shall fallow educating professional techniques, but more emphasis should he putting an developing quality professionals who have good personalities and serviceship toward recreation participants. The third, a systematic system for developing quality leaders is required in order to deal with increasing public demand of leaders professionals. The fourth, this study proposed reduction of physical education major students because of narrow job markets especially in teaching professions of secondary school level in present situation. The fifth, this study proposed that the recreation leader certification should be issued in the name of sports ministry to P.E. major in colleges or universities as well as unqualified leaders who are practing recreation service currently after they have received certain amount of training that are required to receive certificate through responsible organization. The sixth, to clarify directions for professionalizing headers in leisure and recreation, firstly, the existing current qualifying examination for leisure leader certificate should be supplemented and restrengthened in order to meet diversified and specialized leisure demand of the public. Secondly, the direction should promote improving quality of the leader professionals. Thirdly, it should consider balance between demand and production of the leaders, but also should consider a way to clearing up, with the help of government control, with are responsible for producing unqualified recreational leaders. The seventh, to vitalize developing leaders in leisure and recreation and to promote effective use of leisure life for the public, the hiring of the leisure professionals should be required and protected by the law, and the adequate income system as well as welfare system for the professionals should be secured properly. The eighth, it is necessary to lay a program far developing leisure professionals based on the law through modifying and supplementing the national sorts for all promotion law.
