Despite the situation that North Korea is continuously developing its nuclear capabilities and the momentum of effort for denuclearization of North Korea is getting weaken. The ROK and the United States are continuing diplomatic efforts to denuclearize North Korea as a peaceful solution. In this paper, it has developed a denuclearization road map that is close to a realistic solution based on mutual understanding. First it looks back on past North Korea’s denuclearization cases and analyze its causes of suspension and failure.
With that, the denuclearization process was numerically analyzed by applying game theory. Through this, it was attempted to draw implications from the denuclearization negotiation and implementation process and to seek ways to apply them to the denuclearization strategy. In particularly, it presented a plan for exchanging denuclearization measures and corresponding measures at the same time in stages, and explained why core values should be exchanged in the final stage of denuclearization.
