Consumer damages have steadily increased due to the recent COVID-19 pandemic and diverse socio-economic conditions. Under these circumstances, it is necessary to implement policies set to be adopted from now on after fully examining their direct and indirect effects, etc. on consumers or by analyzing the impact of previously proposed policies and laws on consumers. When the consumer impact assessment system is launched as proposed, it is expected to enhance the rights and benefits of the consumers, and proactively prevent incidental repercussions caused by the government policies or projects (services) by checking them in advance.
This research has derived a case analysis framework for assessing consumer impacts based on a survey of opinions of experts in the fields of consumer protection and research, while also conducting a comparative analysis of the impact assessment systems utilized in other fields.
As an individual case of the consumer impact assessment, we have analyzed the impact on consumers of the "remote medical service", which was adopted temporarily due to COVID-19, in two pillars of its economic and social values. Through a case study, this paper presents measures that can minimize the negative impact and maximize the positive impact on consumers.
We expect the proposed launch of the consumer impact assessment system to be discussed more actively based on this basic study of the system, and that this study will be utilized to enhance the understanding or awareness of professionals in charge of consumer impact assessments in the future.
