With the growth of international trade, Korean shipping has also developed rapidly. The container throughput of domestic ports increased steadily from 2000 to 2019 but showed a declining trend in 2020 due to the impact of COVID-19. The Ministry of Oceans and Fisheries is proposing policies such as automation of container terminals and expansion of berths in preparation for the enlargement of container ships through the 4th National Port Plan to strengthen the container competitiveness of major ports in Korea. For the rationality and efficiency of policy implementation, it is necessary to understand the current status of container terminal operation at each port and diagnose the problems. Previous studies on the operational efficiency of domestic container terminals exist but have passed over 10 years. There is a limitation in that they do not reflect the current situation. This study compared and analyzed the operational efficiency of 20 container terminals in five major domestic ports(Busan Port, Incheon Port, Gwangyang Port, Pyeongtaek?Dangjin Port, and Ulsan Port) using the Data Envelopment Analysis (DEA) technique. Input and output variables can fully reflect the current situation by using 2020 data. As a result of the analysis, in the CCR model, the operational efficiency of PNIT, PNC, and HJNC of Busan Port was optimal. Along with these three terminals, E1CT of Incheon Port and JUCT of Ulsan Port were analyzed as the optimal terminals in the BCC model. In addition, the analysis of benchmarking ports was conducted. It is suggested to increase the container throughput by strengthening marketing and attracting shipping companies for Busan and Incheon ports in consideration of the characteristics of each port. In the case of Gwangyang Port, Ulsan Port, and Pyeongtaek?Dangjin Port, it was mentioned that the rationalization of port facility input should be promoted through the integrated operation of terminals and relocation of berths. The results of this study can be used as a meaningful reference when establishing policies to strengthen the competitiveness of container terminals in major domestic ports in the future.
