Green policy is understood to be a new economic paradigm with governments wanting to pursue economic development and environment protection at the same time. Green finance means that how to provide financial resources effectively to green industries and various activities to reduce carbon emission. This paper explains the basic concepts of green growth and green finance and the major areas of green finance such as bank, capital market, fiscal policy and market mechanism. From the review of various policies, we found out two important trends in green finance policy: the participation of private sector based on effective public-private partnership and the introduction of a market-based mechanism overcoming the limitations of the command-and-control method. I also compared the green finance policy among Korea, Japan and China. Because these three countries have different economic and institution environments, there are differences in implementing green finance policies. Two major trends which are public private partnership and market-based mechanism are shown to be stronger in Japan or Korean than in China.
