The primary concern of this research is to examine the performance of the educational rights guarantee policy introduced in 2011. This study consists of problem identification, causal analysis and future improvement plans based on observations of changes in the perception and attitude of middle school student athletes towards school life culture and athletic department culture. Subjects for study were chosen from Middle School athletes in Seoul, Gyeonggi, and Incheon provinces. From this sample a total of 210 student athletes, made up of 102 seventh grade student athletes from 2012 and 108 seventh grade student athletes from 2014, were selected for study. In order to analyze the disparity in the change of perception and attitude of student athletes towards school life culture and athletic department culture following the implementation of the educational rights guarantee policy, an Independent sample t-test analysis was adopted. Through this study the following conclusions were deduced. First, an analysis of the perception of the study subjects towards class participation and attitude, classmate relationships, and improvements in academic grades displayed a primarily significant improvement in school life culture for the study group from 2014 compared to the group from 2012. Second, an analysis of the perception of the study subjects towards the athletic club atmosphere and environment, and changes in training methods of the educators also presented a primarily significant improvement in athletic club culture for the study group from 2014 compared to the group from 2012.
